The core is free to use. Enterprise features, kept in a separately licensed part of the code, need a paid license in production.
For ToolJet
The Community Edition is AGPL-3.0 but always runs on the free plan's terms: no SSO (OIDC or SAML), SCIM, audit logs, MFA, Git sync or multiple environments, and workflows capped at 500 runs a day per workspace. The paid editions lift these; their code is in private repositories (the ee folders are submodules).
